The city of Clearwater was settled after the establishment of Fort Harrison in 1841. It is linked with Tampa by a causeway across Old Tampa Bay to the east. It is the seat of Clearwater Christian College, and since the 1970s has been a major center for the Church of Scientology. During World War II, Clearwater became a major training base for U.S. troops destined for Europe and the Pacific. Virtually every hotel in the area, including the Clearwater beach hotels and Fort Harrison Hotel, became luxury barracks for new recruits. A Council-Manager form of government administers the City of Clearwater, and the City Manager serves as the Chief Executive and Administrative Officer of the City. The Clearwater City Council is comprised of the Mayor and four Council members with each serving for three-year terms.
